Critics of the measure as its proponents can not but agree with Bernard Thibault: it will be "an event in Europe." Francois Hollande promised that one of his first acts would be to extend, by order, the possibility for some employees to retire at age 60. "This is the first time in many years that a government will come back to this vicious cycle of decline (…) of the retirement age," welcomed the head of the CGT, Monday on RTL. But he also explained why the measure seemed insufficient. The new president has been clear during the campaign: to qualify for this exception to the legal age (increased gradually to 62 by the reform Woerth), it will have paid 41 years. Contributed, and not validated this period. Nuance size. The pension system "offer" because of the quarters to insured under the National Solidarity, in certain situations – maternity leave, parental leave, military service, unemployment, illness or disability long – they do not work, so do not contribute not. Eight quarters are also given to parents for each birth (in fact, almost always mothers).

In practice, it will be necessary before having worked 19 years without interruption, to stop work at 60. An extension of the device 'long career "already open to individuals who began their careers at age 17 or earlier, which would affect about one in four insured approaching the retirement age (150,000 persons per year).

"We are pleased that this improvement is around long careers, both criticized at the time by the CGT and FO," says Jean-Louis Malys, the "Mr. Retreats "of the CFDT. The union had obtained this system in 2003 by François Fillon and Jean-Pierre Raffarin, in return for a longer contribution period. "Francois Hollande, the PS then premiersecrétaire very reluctant, has resumed since the principle of lengthening the contribution period as life expectancy," says Jean-Louis Malys. However, he announced his willingness to discuss "special cases", not to penalize the unemployed or housewives. The device 'long career "has two current relaxations: are deemed assessed periods of sickness, maternity, accidents at work (a maximum of 4 quarters) and national service.

Extensive consultation

The other unions are more virulent. "It is essential to discuss the modalities of implementation," Bernard Thibault requires. Otherwise, "this could be one of the first clashes with the government," threatened Jean-Claude Mailly (FO) last week. The obstacle is financial: the measure, in its limited version, should have cost up to 5 billion per year (funded by increased contributions) to the single basic plan. Perhaps these unions show they less indecisive when it comes to transpose to supplementary Agirc-Arrco, they co-manage with the employers. The cost is estimated at about 50% of that weighing on the basic plan.

Anyway, this step will be temporary, before consulting widely on the whole pension system. Age, duration of assessment, funding, harmonization of rules between plans, hardship …: everything can be discussed, promised the new head of state. But again, the financial strain will weigh. The Board of Retirement Guidance indicated that he would end 2012 new projections. And its president, Raphaël Hadas-Lebel, has already warned the crisis will result in a degradation of the accounts.

An agreement was reached between three parties, conservatives, socialists and a small leftist party, for a two-year interim government charged with implementing the austerity program "criminal" in Greece, said Sunday the leader of the left radical.

"Three parties have agreed on a plan to a government two years to implement the agreement on the loan (rescue of Greece). They have 168 MPs in the new Parliament, they have the majority, "said Alexis Tsipras, leader of Syriza, after 90 minutes of crisis talks with the Socialists and conservatives around President Karolos Papoulias.

The leaders of these parties had not raised any agreement after the meeting, the Socialist Evangelos Venizelos ensuring no more than a "limited optimism" after talks concluded in "deadlock", his Conservative counterpart Antonis Samaras explaining its Syriza side that refused to compromise. "I made every effort to achieve global cooperation," he told reporters.

If the agreement was officially no new legislative election would be held and the assumption that the country out of the euro area would move away temporarily.

The presentation was eagerly awaited in the high-tech world. Become the world's number one mobile to Nokia and Apple, Samsung introduced Thursday evening in London its new flagship model, the Galaxy S3.

"Relive the presentation of the Galaxy S3

A description and the first review about this:

• DESIGN

Back to the rounded design for the new Samsung Galaxy S III: a nice case with curved lines and curved back which inevitably think about HTC's latest smartphone, the X One Screen with a slightly larger 4.8-inch super-AMOLED, which is distinguished by its superb contrast and excellent precision in the details with its 1080 x 720 display and resolution of 306 dpi (almost as much as iPhone 4S and 326 dpi). "Inspired by nature, designed for humans," says the slogan of the manufacturer. The Galaxy S III measuring 13.6 x 7 cm to 8.6 mm thick, and weighs 133 g.

• USE MORE NATURAL

"The Galaxy S III knows what you want to do," said a spokesman for the company. Thus, the Face Detection helps keep the screen active when one looks at it, avoiding it goes to sleep. The proximity sensor, when it detects a movement towards the ear, picks without having to press a button or dials the touch-screen. Equally spectacular, the S Beam can easily share files between two Galaxy SIII: touch another device and the content displayed will be transmitted automatically by NFC or Wi-Fi according to file size no fax pay day loans.

• EYE AND EAR

The voice recognition system S Voice enables Samsung to compete against the iPhone 4S Siri: we can now speak naturally on the phone asking him to take a picture, call a contact, set an alarm, to dictate text, for the weather or control the music player. The camera, it recognizes the faces of those affected and proposes to transmit images via MMS or email. Better still, pointing to a face to a photo, you can get the Google + Facebook profile and the subject.

• PHOTOS AND VIDEOS A GOGO

Equipped with a 1.9 megapixel camera for video calling and, at the rear, a 8 megapixel sensor particularly reactive (no delay between triggering and capturing a photo), the Galaxy offers a new way Automatic scene. It may even recommend the best shot among multiple shots. Its screen can watch Full HD movies at full resolution, but he also knows wirelessly transfer the display on a big screen DLNA. It also provides access to content from other devices using a wireless network.

• THE PRICE OF POWER

Compatible 3G + (HSDPA 21) and 4G (LTE), the Galaxy S III is also very powerful with its quad-core processor. It allows to continue watching a video in a vignette while performing another task on the phone. Available in blue or white, and 16, 32 or 64GB, the Galaxy S III will be released in France in June. First Prize: € 649.

The output of the Kindle Fire turns to the correction for all other manufacturers of Android tablets. In February, just four months after its release, the tablet from Amazon in the U.S. represented over half of the market (54.4%), excluding iPad, according to data from comScore Institute released Thursday. His closest competitor was the Galaxy Tab by Samsung, whose share decreased from 23.8% to 15.4% in three months. Other models, such as Motorola Xoom, Asus and Toshiba AT100 Transformer, got only the crumbs.

These data, comScore estimated by using the number of tablets that connect to the Internet every month, have not been confirmed by Amazon. As usual, the maker of the Kindle Fire refuses to give precise sales figures, even if the indicators that are favorable to accumulate. His tablet is "being the best selling, most available and most desired" by customers on Amazon.com, he simply has to announce in the press release accompanying the publication of its quarterly results Thursday.

The excellent launch of Kindle Fire in the United States, the only country where it is sold to date, shows that the market shelves can extend far beyond the iPad. With its 7-inch screen diagonal (17.8 centimeters), its list of functions reduced to essentials (no 3G, no camera, no accelerometer), the Kindle is sold only Fire $ 199, two times less than the first iPad. At the point where we now ready to Apple intends to expand in this segment, by launching an iPad smaller and cheaper.

"Google has lost control of Android tablets"

Hollow, the success of the Kindle Fire also highlights the poor performance of other Android tablets before. Apple sold 35 million iPad last year, against 5,000,000 in 2011 for Samsung, its nearest competitor. The arrival of Amazon is not necessarily good news for Google. Fire Aboard The Kindle indeed deeply modified version of the Android system. "It's official: Google has lost control of the market for Android tablets," headlined the Thursday specialized site Business Insider.

For Amazon, this strategy is paying anyway. As there is already reached in the Kindle eBooks with classical Kindle Fire means it can sell more content in digital format, including films and television series. "Customers buy a lot of content, is seen particularly in North America with sales of cultural goods between the fourth and first quarter which is accelerating," explains the chief financial officer, Tom Szkutak.

Throughout the quarter, according to figures released Thursday, sales of cultural goods on Amazon increased 19% to $ 4.71 billion, while sales of other goods and electronics surged 43 % to 7.97 billion. The good surprise came from the profit, down 35% over the same period last year (130 million), but well above analysts' expectations. Friday, the action progressed over 15% at the opening of the NYSE.

Switzerland scored a point in the standoff that pitted him against Washington on banking secrecy. The Federal Administrative Court, one of the highest courts of Confederation, April 5 opposite end of inadmissibility to the IRS claimed that the transmission of names of clients of Credit Suisse, suspected of tax evasion. The judge considers that such data would be contrary to the bilateral tax treaty dating from 1996 and still in force. Switzerland is committed in March 2009, to comply with OECD standards for exchanging information that eliminate the distinction between fraud and tax evasion, but the new agreement, signed in June 2009 between the two countries, n has still not been ratified

.

Swiss court does not take into account an amendment to this agreement, voted on March 5 by the Swiss Parliament, which authorizes collective applications from the IRS. "The court decision complicates the government's position, who wants to reach an agreement with the United States," you recognize in Bern.

Three years after officially renounced its banking secrecy, Switzerland is still leading the fight to preserve the attractiveness of its financial center. She leads him on two fronts: against the United States where the Helvetic Confederation resists transfer of bank data, and at European level by negotiating tax agreements that preserve the anonymity of customers.

The precedent of the UBS case

This is the United States that the battle is the hardest. Beyond Credit Suisse, ten institutions are in the crosshairs of the IRS, with the implicit threat of removing banking licenses. In the case of UBS, who had come to shatter the secrecy in 2010, the Administrative Court had already refused the transfer of data. Until Parliament gives green light and ends in 5000 bank data delivered to U.S. authorities.

Switzerland is in a better position in negotiations with the EU, has always been divided on tax issues. If France calls for an end to bank secrecy, through the automatic exchange of information, other countries including Britain and Germany, Austria, Greece and the Netherlands are tempted to accept the Rubik agreements: a withholding "quick and effective" that pays billions to state coffers – $ 10 billion in Germany in exchange for preserving the anonymity of accounts.

So far, Switzerland has signed two agreements "Rubik" with Britain and Germany. Yet to pass the test of Parliaments. In Germany, the Bundesrat – Upper House – dominated by the Social Democrats could oppose a text "which guarantees the anonymity of fraudsters." His vote, expected in June, will be decisive for Switzerland.

Justice always seeks to measure the responsibility of France Telecom in the wave of suicides that killed dozens of employees – 62 according to unions – from 2008. As part of the investigation for "bullying" opened in 2010, the Paris headquarters of the operator Tuesday was the subject of a search. "We confirm a search operation on Tuesday. This is the logical continuation of the current statement since April 2010, "reported AFP a spokesman for the group.

The unions, on Tuesday, have welcomed the progress of the investigation. "The first stage of training had gone through investigations in the family and business contacts all victims with fifty letters rogatory throughout France. This accelerated instruction is positive for us especially if it leads to a trial which, hopefully, will condemn the brutal methods employers and work organization pathogen, "says union South in a statement.

It is based on a report critical of the Labour Inspectorate that the Paris court decided two years ago to respond to the complaint filed by the SOUTH. A 82-page dossier analyzing the circumstances of the death of 14 employees of the operator, which concluded that "the implementation of labor organizations likely to cause serious harm to the health of workers." Very critical of "the politics of reorganization" led the company since 2006 to modernize, the report pointed "management practices that characterize bullying personal business card."

New social contract

He also stressed that despite the repeated warnings of occupational physicians, labor representatives and health insurance funds, the operator continued implementation of its modernization plan "Next", launched in 2005. Among the means used to improve the efficiency and effectiveness of the group included the elimination of 22,000 jobs over three years and the transfer of 10,000 employees. In 2010, the Paris prosecutor had however held that the charge of "harassment", rejecting that of "endangering the lives of others."

The wave of suicides has already impacted the operation of the operator. Starting with its CEO. Didier Lombard, originally the plan "Next" and author of clumsy on about a supposed "fashion suicide" was replaced in March 2010 by its director France, Stéphane Richard. With a completely different style than its predecessor, it has sought to pacify the group. A new social contract, a discourse more transparent and promise to hire 10,000 people helped to reduce the social crisis. Interviewed by the company last September, employees seemed to feel a slight improvement: welfare to work was rated 6.8 out of 10 then, against 6.2 a year earlier.

Time in one week (from March 19 to 25) industry has been in the spotlight in France. No fewer than 2280 events have been deployed to try to reconcile the public with an industry rolled by job cuts. In twenty years, more than 460,000 jobs were lost in the sector, according to the Strategic Analysis Centre (SAC), which provides yet for 2020, 3.425 million more jobs in this industry.

Director of the Ecole des Mines d'Ales, Alain Dorison advocates more than ever for the industry and seeks to expose its students as possible with this medium. "We ensure that our students know the industrial and SMEs and we train them to the culture of innovation and creativity," he says.

Innovation and creativity

On leaving school, 80% of engineers are working elsewhere in the productive sector, and 50% leave in companies of fewer than 2000 employees. "The addition of a large group, it is fame and salary levels. But in an SME, the great wealth remains the variety of missions and jobs, "he insists.

With a tray + 6 "design environment" conducted at the Institute of Arts and Crafts of Chambery, Lawrence Noca has hardly hesitated when the specialist outdoor Lafuma offered him a position in the eco-design and . Since 2011 he is Director of Innovation and Sustainable Development group based in Anneyron in the Drome and operates three production sites in France.

"The textile industry is not the market that we hear first in schools payday loans. Yet there are real problems of production, materials research, "he says. Currently he is working on projects on eco-design hiking equipment and new methods of shaping fabric. "Innovation can be a true way to relocate certain activities," he recalls.

Of wood chemistry in printed electronics

Other rapidly changing industry, paper. "We are in an area where factories are closing, but at the same time moving towards green chemistry, which recovers waste, which will generate employment in the coming years. We talk less and less paper and more and more fiber, "insists Bernard Pineau, director Pagora, the engineering school in Grenoble Institute specializes in the paper.

"We will of the chemistry of wood, boxes and luxury packaging, printed electronics to a market that weighed 3 million in 2008 and is currently estimated at 89 billion dollars!" Recalls Bernard Pineau. The 60 engineers who drop out each year to graduate have no trouble placing in France and abroad (with salaries of about 35,000 euros per year). But it is true that 40% are apprentices. "A quarter of our alumni now occupy positions of CEO or plant managers," commented Bernard Pineau.

The Center for Strategic Analysis (CAS) continues its investigation into "the writing to the digital time." After concentrating on last November in the print media, the agency decision support attached to the Prime Minister released Monday in conjunction with the Centre National du Livre (CNL) its first proposals to help "the players book chain to take the turn of the digital ". Chriqui for Vincent, CEO of CAS, digital is "both a promise of new developments in publishing and a threat, as a share of value could escape the small booksellers and publishers if one does not fix clear trade rules. "

"A strong drawback '

Its three notes of analysis devoted to authors and publishers, bookstores and public libraries, the CAS takes priority recommendations to develop the digital book in France. Also attractive prices – "Consumers clearly want a high-price discount paper" – Vincent Chriqui calls for a consolidation of the French distribution of digital book around a single platform. "There are three distribution platforms in France. Booksellers and readers are confused, and this can only help Amazon (the creator of the Kindle reading light, Ed) which has the richest supply, "he notes. Besides the platform that Decitre will also launch in early April payday lenders. To develop a "real market" – the digital book represents just 1% of book sales when it weighs 15% U.S. and 10% in Britain, the CAS also recommends better "interoperability" ie "the ability to download digital files of books on any model of reading lamp or shelf. But this is not the case today: the tablet Kindle does not give access to files in ePub format, for example, "he says. "We think this is an obstacle to the development of the digital book at the same time that interference with the principle of free competition," said Vincent Chriqui.

The institution does not neglect the booksellers, weakened. One objective of CAS is to support the "policy of multi-channel strategy-store sales and Web-traditional bookshops, to prevent leakage of customers to the Internet giants." The low profitability (between 0.6 and 2%) of the booksellers are not given because the means to invest. All of these proposals, which must also preserve "editorial diversity of the French edition" will be sent to the Government.

Brussels is the historical telecom operators in his sights. As revealed in the Financial Times, Brussels sent a questionnaire to the association GSMA operators and each of the heavyweights, France Telecom, Deutsche Telekom, Telecom Italia, Telefonica and Vodafone, requesting details of the informal club that 'they are since October 2010.

This club was created at the initiative of Stéphane Richard, who had just taken the head of France Telecom. His idea was to get acquainted with his counterparts and see how they could reflect together on major issues in the sector. Including the rise of Internet giants, Google, Netflix, Apple, Facebook, described as "over the top" or "OTT", an image to say they piggyback on carrier networks without paying the price.

Met for the first time 8 October 2010 in Paris, this "Famous Five" took a half dozen times. Aware that regular meetings of the five trucks, which together weigh more than one billion subscribers, may soon be mistaken for an agreement, the participants took their precautions easy payday loans. A lawyer shall attend the meetings and a report is sent each time to the European authorities. Moreover, Neelie Kroes, the Vice-President of the Commission responsible for digital strategy, participated in two of these meetings in Barcelona in February 2011 and 2012, alongside the Mobile World Congress.

Moratorium on lower prices

But today, relations are strained between telecommunications and the European Commissioner. This summer, Jean-Bernard Levy, CEO of Vivendi, René Obermann, Chairman of Deutsche Telekom, and Ben Verwaayen, CEO Alcatel-Lucent, met Neelie Kroes to hand over 11 proposals for the future of the sector. But the Commission did not adopt these proposals.

Especially a clash occurred last February in Barcelona between Neelie Kroes and the bosses of the five main mobile operators. They have asked Brussels for a moratorium on the reduction of roaming charges (calls from abroad). They are also dissatisfied with broken promises that Brussels was considering contributing up to a billion euros to broadband Internet on the Old Continent.

Will it towards a form of judicial dismissals as it once existed an administrative authorization? The high courts have recently banned two French companies to implement a social plan. The reason is simple. These two companies, and Vivéo Sodimedical, loss of competitiveness in the domestic market belong to foreign groups financially healthy and judges have ruled on the lack of economic rationale to implement a social plan. Decisions since confirmed by the appellate courts of Paris and Reims.

"This is a first," protested Nicolas Sauvage, member of Avosial, the influential lawyers' union in labor law, which has just sent a letter to presidential candidates asking them to "take a stand" on the issue. A first for three reasons. "Not only is there no provision in the Labor Code which allows a judge to conclude, before a social plan is triggered, the lack of economic rationale and cancel it in stride, but it intrudes more and doing it in company management, which is prohibited by the Civil Code, "argues Nicolas Sauvage.

The lawyer also notes that only the employment tribunals may cancel an ex post social – and not, ex ante, the high court – because of the absence or insufficiency of rehabilitation measures put in implemented. And therefore condemn the offending companies to pay damages as compensation.

To him, the danger is all the more important that the Social Chamber of the Supreme Court, whose judgments regularly give a cold sweat at all DRH de France, is a crucial hearing next Tuesday in the case Vivéo cash advance. His judgment will be delivered mid-March. After being bought by a competitor in 2010, this French software for bank trading rooms wanted to restructure to cope with the collapse of its activity after the crisis. But as he belongs to a German group to blooming health, the Court of Appeal of Paris has forbidden, while no departure had yet been reached.

Question attractive

According Avosial, confirmation of this judgment to the Supreme Court would create "a huge uncertainty for employers, small or large groups, French or foreign." It would encourage companies to "wait to be on the brink rather than anticipating the tough decisions" that may require the use of downsizing for a company to remain competitive. "The vast majority of restructuring is to sustain an activity and not to make profits to increase capitalization," argues Nicolas Sauvage.

Such confirmation could also be opened "the door to the prohibition of dismissal in France" and harm "to the attractiveness of France and its ability to retain or create jobs," says Nicolas Sauvage.

Also addresses the presidential candidates, Avosial hope that the Supreme Court will recall a fundamental principle of French law which states that there is' no nullity without text. " Verdict in less than one month.
